So I got the officer perk because I'm low on people. It doesn't give me the extra person when I use my tracking satellite. Is it supposed to only give me an extra one when I get it by hand, or is it broken? And if it is broken how do I fix it?

So I'm trying to grind peacekeeping points by attacking a giant flock of force of terror bases near me because I uninstalled the game for a while. I'm also trying to get rid of them because they are a great annoyance to me. So I was just wondering how long it takes for my army to resupply because right after I get done attacking a base, I have to wait a given time for my army to resupply.
