It shows the highest number of soldiers that existed across all of player's bases at any point in time. E.g. if someone builds 500,000 troops on base 1 and 500,000 troops on base 2, their leaderboard will show the value of 1,000,000. After the player loses them all the leaderboard is still going to show 1,000,000 and to beat that highscore they'd need to build at least 1,000,001 more soldiers. I hope that helps!
