Manual upgrade of lvl 100 base buildings
You can currently manually upgrade a land by being within 500m of it. I think you should be able to do this as well to turrets, silo, solar panel, and transmission becon.
This feature is indeed planned (with an exception of upgrades being within 50m).
It should be included in one of the upcoming releases!
