Thank you for your answers. Unfortunately I haven't encountered any oil rig or personel recruitment facilities. 

 

However any suggestions on how do I level outpost while home? Every time I seem to capture I increase defense for my base for 2hours.

How does resource station look and where /when does it appear. 

 

There doesn't seem so many players around my city, and I haven't seen any resource station around, however single time acquired resources are many around me.
