In the leaderboards, what is the points of fame section for and how di i get them?

So as you click the capture land button every 15 minutes, your base will progress and after so much it will level up

So me and my brother play this game and we allied, abd ever since a while ago, I havnt been able to see his bases and now i can no longer trade with him. I asked him and he hasnt been able to see my bases either. Is this a part of an update?

I have destroyed all the bases that belonged to the force of terror in my area, and they havnt been popping back up like they usually do? Did I destroy them permanently? I did destroy a base that looks like the first base you place down, and they have not been back since then.
