Check out these threads for some useful information on this subject: But to sum it up: 1) You upgrade the base by capturing lands outside of its radius, i.e. by going somewhere in the real world and pressing the yellow "Flag" button. Each land capture and each land upgrade counts as 1 "level up" point towards your base's progress. 2) You establish a new base by travelling at least 100km away from your first base and capturing a level 5 land there (i.e. capture a new land outside of the 100km radius and upgrade it 4 times).
